The C4 Rangers are made up of active and retired military members, with some civilian members. The organization maintains a detailed price list for criminal services, covering operations such as espionage and assassination. Modus operandi includes the use of drones to remotely monitor the target's day-to-day activities and the recruitment of sex workers to approach the target for intelligence. The organization also acts as an intermediary in the buying and selling of judicial decisions, manipulating the results of judgments by colluding with legal practitioners.
